Senior Business Analyst, IT (Business Relationship Manager)
IT (Information Technology) seeks a BRM (Business Relationship Manager) to be the primary liaison between IT and the City of Colorado's internal departments. The BRM's main responsibilities are to stimulate and document business demand for IT services, provide a consistent communication channel, and develop trusted relationships with the departments. In order to build trusted relationships with the City's departments, the BRM must have strong communication skills that scale up to the department head level, the ability to multi-task, attention to detail, and strong analytical skills. The goal of the BRM is to ensure the City's departments have a partner within IT to achieve their goals within IT's abilities.

Essential Job Functions - the basic job duties an employee must be able to perform:
  • Represent the City departments to IT and IT to the City departments
  • Concisely and effectively communicate news, request progress, request status, and issues to the City departments and IT management
  • Seek to understand the departments' business and IT strategy; ensure IT advocates for departments by aligning services with business needs
  • Engage IT staff in meetings with City Departments to better understand how to more effectively support their needs
  • Understand and document requirements for new or modified services
  • Support the development of estimates and solution design packages by working with solution architects and engineers as well as other cross-functional teams to define service requirements, solutions, and schedules
  • Implement ITIL (Information Technology Infrastructure Library) based processes and procedures; promote standard operating procedures to ensure key performance indicators are achieved
  • Contribute to near-term and long-term IT and City departments' organizational planning and strategy
  • Track and manage tickets to ensure timely and agreed upon resolutions and solutions
  • Assist with user acceptance testing as appropriate
Examples of Job Competencies:

  • System engineering concepts, modeling techniques, and methods
  • A variety of software and hardware solutions; multi-vendor environments hybrid environment of on premise, co-located, and cloud based services
  • Pertinent federal, state, and local government laws, codes, and regulations
  • Business and systems analysis skills, including requirements gathering, development of use cases, transitions to operations, and end-user documentation and training
  • The ITIL framework, including the basic concepts, processes, and purpose
  • The Business Relationship Management practice, responsibilities, and expectations
Ability to:
  • Build collaborative working relationships with customers, executives, service managers, teams, and individuals
  • Translate business service requests into detailed IT requirements; elicit and collect business service needs and analyze, research, and simplify them into clear and understandable requirements
  • Create business cases and cost/benefit analysis
  • Support design solutions that are appropriate to the opportunity at hand in terms of simplicity, cost, and supportability
  • Explain complex technical concepts in pictures and words that are understandable to a broad audience
  • Support City departments in the development of their IT strategy; collaborate with and engage City departments; and manage multiple tasks independently while prioritizing to meet competing business needs
  • Operate in an ITSM (Information Technology Service Management), specifically ITIL based, environment
  • Communicate clearly, concisely, and professionally, orally and in writing, with users and technical support
  • Show initiative and act independently to resolve problems, manage multiple priorities, and follow through on projects/tasks to completion
This position requires strong influencing and negotiating skills. 

Successful candidate will have:
  • A bachelor's degree from an accredited college or university with major coursework in computer science, information management, or a related field. Significant related experience may be considered in lieu of a degree.
  • Five years of full-time professional experience working in an IT organization as a business relationship manager or business analyst
  • Possess and maintain a valid, non-probationary Colorado driver's license not subject to restriction related to alcohol and/or drug violations or pending charges
  • Possess, or obtain within one year of hire, ITIL Foundations and Business Relationship Management Professional certifications
Ideal candidates will also have:
  • Possess PMI-PBA, ITIL Foundations, and Business Relationship Management Professional certifications, or is a Certified Scrum Master
