Position Summary & Duties Responsible


Under general direction of an Appraisal Supervisor perform moderate to highly complex commercial and residential assessments and valuations utilizing accepted property appraisal methods and computer-assisted appraisal format which requires effective decision-making, multi-tasking, timely and accurate execution of appraisal duties and responsibilities. Train and mentor appraisers. The safe use and operation of a County vehicle will be required in the performance of job duties and responsibilities.


  1. Appraise commercial and residential properties utilizing accepted techniques compatible with computer-assisted appraisal software. Compare buildings and sales of similar properties to develop market valuation for appraisals.
  2. Utilize advanced statistical methods; conduct factor analysis, predictive planning, and other analysis and modeling techniques used in assessing real property.
  3. Determine land values, geographic or neighborhood influences, and economic impact on real property values.
  4. Train, mentor, and coach lower-level appraisers in all aspects of generally accepted principles and practices of appraisals in accordance with pertinent regulations, policies, and procedures.
  5. Review lower-level employees' appraisals in accordance with departmental standards and practices.
  6. Respond appropriately and effectively to questions or concerns raised by taxpayers.
  7. Provide assistance and back-up to lower level staff customer service public interactions.
  8. Compile documentation and defend appraisals formally and informally at Protest Board hearings and/or in District Court.
  9. Perform other duties as assigned which includes providing coverage in other areas during peak business periods.

Minimum Qualifications

  1. High school diploma or GED, plus four (4) years of experience in an Ad Valorem Taxation Office and successful completion of four (4) IAAO Courses with two (2) additional 30 hour appraisal classes.
  2. OR High school diploma or GED, plus successful completion of four (4) appraisal courses of which must include an Income course recognized by the appropriate governing agency for the State of New Mexico and four (4) years of appraisal experience.
  3. Must have good oral and written communication skills in English.
  4. Knowledge of the principles, practices and techniques involved in the valuation of both real and personal property.
  5. Advanced knowledge of standard appraisal reference resources and valuation guides, building construction materials, practices, requirements and costs, techniques of data compilation and analysis, computer assisted programs, maintenance of computerized records, digitized mapping scales and other instruments used in appraising.
  6. Ability to defend appraisals both formally and informally.
  7. Ability to deal effectively with a wide variety of individuals of diverse backgrounds and interests.

The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must successfully complete the post-offer employment medical examination.
  2. Employee must comply with the safety guidelines of the County.
  3. Must have a valid New Mexico driver's license by employment date and retain a valid NM driver's license while employed in this position.
  1. Essential duties are performed both indoors and outdoors.
  2. Indoor duties are performed in a temperature-controlled environment. Worker is exposed to natural weather conditions while performing outdoor duties.
  3. Worker may be exposed to various dusts and mists while performing appraisal duties.
  4. Indoor duties are typically performed on an even and dry surface, which may be carpeted or tile with occasional use of stairs. Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet. Outdoor duties may be performed on inclines or hills and on surfaces such as natural ground, concrete or asphalt.
  5. Most duties are performed alone. Worker may perform certain duties as a part of a select team of individuals.
  6. Work hazards, or potential work hazards, include frequent driving of vehicle, and occasional climbing and descending staircases, ladders, and fences. Wild and domestic animals may be a hazard.
  1. Equipment typically used in the performance of office duties includes calculator, computer terminal and keyboard, typewriter, telephone, photocopy machine, telefax machine.
  2. Safe use and operation of a County vehicle in the performance of appraisal duties and responsibilities.
  3. Equipment, tools or materials used at appraisal sites include various measuring devices, clipboard, writing instruments, blueprints, and architectural scales for sketching of property.
  4. Materials typically used in performance of office duties include various documents, writing utensils and an assortment of office supplies and equipment.
